Important information
This is a horticultural growing kit. It contains seeds and growing equipment only, and does not contain tobacco, raw tobacco or any tobacco product.
Growing tobacco plants in the UK to enjoy looking at in the garden is legal but do not attempt to make tobacco products without gaining HMRC approval first.
Growing plants of the genus Nicotiana in the UK is not in itself a controlled activity. HMRC's Raw Tobacco Approval Scheme expressly excludes any part of a living plant from its definition of raw tobacco. Harvested leaf is a different matter: once leaves are picked they become raw tobacco, and any activity involving raw tobacco requires HMRC approval unless a specific exemption applies.
If you go on to cure, process or manufacture your crop into a smokeable product, Tobacco Products Duty becomes payable, even where the product is only for your own consumption. HMRC also requires manufacturing and storage premises to be registered.
Please read HMRC's guidance (Excise Notice 2003 on the Raw Tobacco Approval Scheme, and Excise Notice 476 on Tobacco Products Duty) and satisfy yourself of your obligations before harvesting, processing or manufacturing anything from your plants. Nothing in this listing is legal or tax advice.
